In Japan, young children are targeted for crime, especially sexual abuse, which has increased recently. Child pornography has also increased. The National Police Agency in Japan made an announcement about the crime situation of 2002.Rape and indecent compulsion had increased by 7percent since 45years ago. It became the highest ever. One reason abuse occurs is because children have little resistance to sexual abuse. Children do not talk to their parents or others if they are abused. This is because sexual abuse is taboo in Japanese culture. For this reason, many children carry their burden alone, so that abusers do the same thing again and again. We have an obligation to shelter children from physical and mental harm inflicted by abusers. Three possible solutions to sexual abuse of children in Japan are to toughen the law, to offer full rehabilitation to the abusers, and to increase public education.
The first solution is for the government to toughen the law. Now, our law for sexual abuse is very light. In fact, this law is lower than for theft. After abusers are punished, they can easily commit the same crime again. The government should revise the law so that the punishment will be more severe.
Another solution for child abuse in Japan is rehabilitation for repeat offenders. Sexual abusers of children are likely to repeat the offense. In fact, sex crime repetition of an offense to victims younger than thirteen years old is 4-13 percent higher than sex crimes to adults. The Ministry of Justice reported that 48percent of prisoners for sexual abuse of minor’s repeats their offences after they go out. Abusers need a complete therapy program. We need a provision to get a massive rehabilitation program for abusers. It is one of the solutions for decreasing abusers.
The best solution for child sexual abuse is for the Japanese government to change sex education in the school. Japanese also should know about more sexual abuse of children happening right now. Many Japanese people have too much hesitation to educate their children about sex. Therefore, many children face their problems alone. Japanese society needs to tackle sexual abuse at home and in school. We need to protect our children from abusers. It is a problem that we can solve immediately and is easier than other solutions.
